1. Sometimes the trains are so crowded railway staff are employed to cram passengers inside.

This is mostly common in cities like Tokyo where the population is over the roof, 13.35 million (May 1, 2014) (only in Tokyo). Many people have to take the subways and buses to commute to work, school and maybe to just visit a relative. This is not as common in the rural places of Japan.
